(Introduction) 'On 18 August 1988 Wolff Olins presented a report on the identity of the Metropolitan Police to Policy Committee, the top management team. The report was the culmination of six months work. Our research embraced more than 250 formal interviews (200 internal, 50 or so external) plus desk research, an audit of literature and of police stations, uniforms, vehicles and other physical signs and symbols. We listened, observed and participated in many day-to-day policing activities.

This is a summary of the major issues which were isolated. The report is intended for distribution inside the organisation and to the public. It is a distillation of what we heard and saw. Our approach is qualitative. We do not present the views of every group of opinion formers, but our report does, we believe, give an accurate picture of attitudes towards the Met both within and outside the Force in a short, readable form...'
